The Global Counterterrorism Forum (GCTF) is an international forum of 29 countries and the European Union with an overarching mission of reducing the vulnerability of people worldwide to terrorism by preventing, combating, and prosecuting terrorist acts and countering incitement and recruitment to terrorism.

Our forum brings together experts and practitioners from countries and regions around the world to share experiences and expertise, and develop tools and strategies on how to counter the evolving terrorist threat. The GCTF is Co-Chaired by Canada and Morocco.

Four years of GCTF Co-Chairmanship

The Kingdoms of Morocco and the Netherlands published a Legacy Paper of their work within the frameworks of their Co-Chairmanship of the GCTF between 2015 - 2019. The Legacy Paper highlights the former Co-Chairs' main achievements, as well as the strategic priorities of their Co-Chairmanship. 

The Legacy Paper is available in Arabic, English and French.

The Tenth GCTF Ministerial Plenary Meeting marks the end of two consecutive mandates of the Kingdom of Morocco and the Kingdom of the Netherlands as Co-Chairs of the GCTF. Canada and Morocco will take over the Co-Chairmanship for the upcoming two years.

The review meeting was organized by the GCTF Criminal Justice and Rule of Law (CJ-ROL) Working Group Co-Chairs, Nigeria and Switzerland. During this meeting, GCTF Members discussed and reviewed the draft version of the Glion Memorandum on the Use of Rule of Law-Based Administrative Measures in a Counterterrorism Context that will be presented for endorsement at the Tenth GCTF Ministerial Plenary Meeting in September 2019.
