Success Stories from the Global GCTF Community

This new section highlights the impact of the GCTF’s activities, including how and where GCTF resources—good practices, recommendations, tools and manuals—are used. The GCTF has developed these resources for policymakers and practitioners to inform their own work. This includes all levels government, international, regional and local institutions, civil society organizations, and the private sector. You will find examples of how the global GCTF community is making practical use of the GCTF’s outputs.

Juvenile Justice: Neuchâtel Memorandum in Action

Juvenile Justice: Neuchâtel Memorandum in Action

The IIJ Juvenile Justice Initiative is delivering capacity-building workshops to individual practitioners who bring what they learn back to their national institutions.

In Thailand, the perspectives of two alumnae were so changed after participating in workshops on juvenile justice programs as an alternative to prosecution that they were determined to share the benefits of their training with their fellow national prosecutors.

Provincial Public Prosecutor Ms. Thiraporn Suriseehasathian (pictured), and Senior Expert Public Prosecutor Ms. Uthaiwan Jamsutee, both from the Department of Juvenile Litigation, Office of the Attorney General (OAG), were so empowered by what they had learned at the IIJ that they translated action points from the new IIJ Prosecutors’ Juvenile Justice Practitioner Note, which is based on the GCTF Neuchâtel Memorandum on Good Practices for Juvenile Justice in a Counterterrorism Context, into Thai. They then worked with the Department of Juvenile Litigation in Thailand’s OAG to conduct training on juvenile diversion for 80 public prosecutors!

By initiating this national-level training, these alumnae are not only paying forward their IIJ training, but they are serving as ambassadors for the further implementation of the GCTF Neuchâtel Good Practices and the treatment of children in their jurisdiction.

The IIJ played a key role in the development of the Neuchâtel Memorandum, and is a leading implementer, working with criminal justice practitioners at the national, regional and sectoral levels.
