Criminal Justice and Rule of Law Working Group - Workshop on Identifying and Countering Terrorist Recruiters and Facilitators

The workshop provided the opportunity to discuss counter recruiter and facilitator techniques that comply with the rule of law and human rights.

Key themes of the discussion included:

  • The challenges posed by the disparity in legal systems and requirements between countries should be addressed through further cooperation and improved information exchange channels.
  • Prisons should not solely be seen as incubators of radicalization, as prisons can also serve as platforms for disengagement.
  • Freely available encryption tools pose new challenges for government agencies to disrupt online recruitment.

Based on the outcomes of the expert meeting, the CJ-ROL Working Group Co-Chairs Egypt and the United States drafted a Plan of Action to counter recruiters and facilitators. This Plan of Action will be presented and adopted at the Tenth GCTF Coordinating Committee Meeting and the Seventh Ministerial Plenary Meeting in New York in September 2016.
