Offender I don’t think that detention is always the best measure to support rehabilitation and reintegration of terrorism-related offenders… This GCTF Good Practice infographic illustrates the ways in which appropriate alternative measures might be employed as an alternative to pre-trial detention or post-conviction incarceration for individuals implicated in terrorism-related offences. Firstly, the personal circumstances of the offender need to be assessed on an individual basis…. You are right, perhaps we should look for alternative measures! What kinds of measures are you thinking of? Well, instead of pre-trial detention, you can have home arrest or electronic monitoring. And after they are convicted? What about community service, daily reporting or continuing with electronic home monitoring? Good idea! But how will we decide which measures are appropriate for whom? Ministry officials, prison personnel, NGO representatives, the judiciary and local community representatives can all cooperate to develop a comprehensive assessment! Ok, so we have an idea of how to do an initial assessment, what is next? the judiciary Implementation! Alternative measures are particularly well suited for special categories of offenders including vulnerable individuals. We should all play a role in the implementation phase! And what will we gain with implementing these measures? As a government, we should make sure that we operate within a legalframework and provide the necessary resources and respect my rights! And if you offer me alternative measures, I might give you information and cooperate with you in other cases. The offender may accept responsibility and reintegrate more easily into society Should we also offer incentives for good behaviour? Good idea, as long as the incentives and sanctions are legal and clearly related to the offender’s rehabilitation Yes! But, conversely, we should also build in sanctions, in case they break the rules. But don’t forget to review the measures on a regular basis to see if they are effective!
