The Global Counterterrorism Forum (GCTF) is an international forum of 29 countries and the European Union with an overarching mission of reducing the vulnerability of people worldwide to terrorism by preventing, combating, and prosecuting terrorist acts and countering incitement and recruitment to terrorism.

Our forum brings together experts and practitioners from countries and regions around the world to share experiences and expertise, and develop tools and strategies on how to counter the evolving terrorist threat. The GCTF is Co-Chaired by Morocco and the Netherlands.

GCTF Launch Event on Addressing Homegrown Terrorism

VALLETTA – Malta - The GCTF Initiative to Address Homegrown Terrorism (AHT) Co-Leads, Morocco and the United States, chaired the AHT Launch Event in Valletta on 15-16 November 2017. Endorsed at the Eighth GCTF Ministerial Plenary Meeting in New York on 20 September 2017, and supported by the International Institute for Justice and the Rule of Law (IIJ), the Initiative aims to identify innovative prevention programs, and to develop new good practices on addressing the challenges of dealing with homegrown terrorism, focusing on concrete steps governments can take to effectively tackle underlying issues in a coordinated manner. The Good Practices will serve as a companion document to the GCTF The Hague-Marrakech Memorandum on Good Practices for a more effective response to the Foreign Terrorist Fighters Phenomenon.
