Monitoring, Evaluation, and Learning (MEL) Toolkit on Education for the Prevention and Countering of Violent Extremism Conducive to Terrorism

The Monitoring, Evaluation, and Learning (MEL) Toolkit on Education for the Prevention and Countering of Violent Extremism Conducive to Terrorism, presented at the Twenty-Fifth GCTF Coordinating Committee Meeting in October 2025, serves as a practical accompaniment to the GCTF Abu Dhabi Memorandum for Good Practices on Education and Countering Violent Extremism. The development of this GCTF toolkit was led by the European Union and Morocco, leads of the Initiative on Education for the Prevention and Countering of Violent Extremism Conducive to Terrorism, and supported by Hedayah as implementing partner.

Background

At the Fifth Ministerial Plenary, the GCTF endorsed the Abu Dhabi Memorandum for Good Practices on Education and Countering Violent Extremism. These good practices were developed by the Countering Violent Extremism Working Group. The GCTF Initiative on Education for the Prevention and Countering of Violent Extremism Conducive to Terrorism was launched in 2023 and leads, the European Union and Morocco, sought to develop practical accompaniments to the original Framework Document.

The Toolkit

The Monitoring, Evaluation, and Learning (MEL) Toolkit on Education for the Prevention and Countering of Violent Extremism Conducive to Terrorism provides practitioners with resources and frameworks to approach the design of MEL frameworks for PVE-E efforts. By drawing on lessons specific to PVE-E along with tools and knowledge from intersecting fields including education and countering violent extremism conducive to terrorism, it explains the purpose and benefit of monitoring and evaluating PVE-E interventions.
