Detention and Reintegration Working Group - Third Plenary Meeting

Under the co-chairmanship of Australia and Indonesia, the Plenary Meeting discussed the DR Working Group’s strategic priorities, ongoing and planned initiatives, and reviewed activities since the Second Plenary Meeting, held in Australia in November 2015. Participants shared perspectives on and experiences in strengthening deradicalization and counter-radicalization programming in detention facilities and effective training for corrections officers.   
    

Key themes that emerged during the meeting included:

 

  • A comprehensive Counter-Terrorism (CT) approach must include a focus on detention and reintegration.

  • Policies and programs must be tailored - not just at the country - or even the facility- level, but to local contexts and, crucially, to the individual.

  • While much of the evidence-based on deradicalization, rehabilitation and reintegration of terrorist offenders and Violent Extremist Offenders (VEOs) is still emerging, assistance is available from international partners to help identify emerging good practices.
