Kidnapping for ransom (or KFR) is an act of terrorism that puts at risk the life and liberty of the hostages. KFR also creates a climate of fear in the regions where kidnappings occur. It not only affects the stability of these unstable regions, but it is also facilitated by the instability of these regions. To assist states in addressing this phenomenon, the Global Counterterrorism Forum (GCTF) has developed a set of good practices—the Algiers Memorandum on Good Practices on Preventing and Denying the Benefits of Kidnapping for Ransom by Terrorists | Arabic | French.
