Integrating developments in the field of education for the prevention and countering of violent extremism conducive to terrorism

The GCTF Abu Dhabi Memorandum for Good Practices on Education and Countering Violent Extremism,  endorsed in 2014, provided policymakers, educators, and civil society organizations a set of recommendations related to education as a tool to prevent and counter violent extremism conducive to terrorism. Following the creation of the GCTF Initiative on Education for the Prevention and Countering of Violent Extremism Conducive to Terrorism in 2023, the Initiative leads – the European Union and Morocco – and implementing partner the International Center of Excellence for Countering Extremism & Violent Extremism (Hedayah) identified the need to build on the Abu Dhabi Memorandum.

The GCTF Addendum to the Abu Dhabi Memorandum for Good Practices on Education and Countering Violent Extremism integrates the good practices and recommendations that emerged from discussions following the launch of the original Framework Document with new evidence and lessons learned from the Initiative. These include the examination of literature related to preventing and countering violent extremism conducive to terrorism and education, expert counsel from GCTF Members and partners regarding relevant developments in international and regional cooperation, and GCTF Members’ national experiences and strategies as they relate to preventing and countering radicalization through educational approaches and in educational settings.
