Ensuring Implementation of Countering the Financing of Terrorism Measures While Safeguarding Civic Space Initiative

To build on the momentum created by the thematic discussion on how to ensure adequate implementation of counter the financing of terrorism (CFT) measures while safeguarding the non-profit sector’s space to function and deliver its services, the Netherlands, Morocco and the United Nations launched in spring 2020 an Initiative on Ensuring Implementation of Countering the Financing of Terrorism Measures While Safeguarding Civic Space with the objective of strengthening the dialogue and coordination among government representatives, regulatory agencies, counterterrorism practitioners, civil society organizations, humanitarian actors, and other relevant stakeholders, including the private sector, on this topic. This Initiative seeks to provide a platform for experts from all stakeholders to discuss various perspectives on the problem, share best practices and lessons learned, and develop concrete guidance on ways to achieve effective implementation of Security Council Resolution 2462 (2019) without compromising on the critical work done by civil society organizations (CSOs) and humanitarian actors. Focusing on practical discussions related to derisking, financial inclusion and implementation of the recommendations made by Financial Action Task Force (FATF), the GCTF can contribute to international efforts to implement CFT measures in line with international human rights, refugee, and humanitarian law through the development, identification and dissemination of good practices. After a series of workshops, the Co-Leads plan to present preliminary results at the upcoming Coordinating Committee Meeting in March 2021, and the Good Practices document for endorsement at the GCTF Ministerial Meeting in September 2021.
