Countering Violent Extremism (CVE) Working Group

Co-chaired by Australia and Indonesia, the Countering Violent Extremism (CVE) Working Group focuses on diminishing radicalization and recruitment to terrorism through internationally-, regionally-, nationally- and locally-owned and relevant approaches to CVE. The CVE Working Group has joined with partners (states and organizations) to inter alia advance the understanding of community engagement, community-oriented policing, and the role of families and the community in CVE.

It is also encouraging the implementation of relevant GCTF documents and tools, through supporting the development of National Action Plans (in line with the vision of the UN Secretary-General’s Plan of Action on Preventing Violent Extremism) and through the promotion of joint initiatives with other GCTF Working Groups, including on strategic communications and de-radicalization and counter-narrative programs in prisons. Working Group initiatives are guided by the GCTF Ankara Memorandum on Good Practices for a Multi-Sectoral Approach to CVE | Arabic | French, other relevant Framework Documents, and the Working Group’s work plan.

The current areas of the CVE Working Group are inter alia Gender and CVE, Local-National Cooperation in Preventing and Countering Violent Extremism (P/CVE), Preventing and Countering Violent Extremism and Terrorism Online, Rehabilitating and Reintegrating Returnees and Families of Foreign Terrorist Fighters and CVE in Prisons.

Through the CVE Working Group Work Plan, the Co-Chairs, in collaboration with partners, such as UN bodies and Hedayah, articulated their continued support of the development of PVE National Action Plans and the CVE in Prisons Program. Respect for human rights and the importance of monitoring and evaluation are core components of all aspects of CVE and will be underlying themes across all work areas.

The GCTF CVE Working Group was established in 2011, and until September 2017 Co-Chaired by the United Arab Emirates (UAE) and the United Kingdom (UK). In September 2017, GCTF Members decided that the activities of the former GCTF Detention and Reintegration (DR) Working Group will be integrated into the three thematic GCTF Working Groups. The GCTF DR Working Group was active between 2014 and September 2017.
