About the GCTF

The Global Counterterrorism Forum (GCTF) is an informal, apolitical, multilateral counterterrorism platform. It is small, nimble, inclusive, and consensus-based. Its overarching mission is to reduce the vulnerability of people worldwide to terrorism by mobilizing expertise and resources to prevent, combat, and prosecute terrorist acts and counter incitement and recruitment to terrorism. 

The Forum brings together policymakers and practitioners from around the world to share experiences and expertise, and to develop practical, publicly available tools and strategies on how to prevent and counter the evolving terrorist threat. The GCTF is currently co-chaired by Egypt and the European Union.

The GCTF Co-Chairs, Canada and Morocco, hosted the Eleventh GCTF Ministerial Plenary Meeting on 7 October 2021. On the tenth anniversary of the Forum, a Ministerial Statement | Arabic | French reaffirms the Forum's unified and unwavering commitment to strengthening international counterterrorism cooperation, and to making the international counterterrorism architecture more effective in addressing the evolving threat of terrorism. It also endorses the GCTF Strategic Vision for the Next Decade, three new Framework Documents, and welcomes a new toolkit.

Tenth GCTF Coordinating Committee Meeting

Key highlights included an innovative scenario-based discussion that highlighted practical challenges in countering the life cycle of radicalization to violence and the applicability of GCTF tools designed to address these challenges.

In addition, GCTF Members were presented with the outcomes of two key initiatives - the “Initiative to Address the Life Cycle of Radicalization to Violence” and the International Counterterrorism and CVE Capacity-Building Clearinghouse Mechanism (ICCM) - and welcomed eight new framework documents to be presented for adoption at the Ministerial Plenary Meeting on 21 September 2016.

Working Group Co-Chairs updated members on activities conducted since the last Coordinating Committee Meeting held in April 2016 in The Hague and the three GCTF-inspired institutions – GCERF, Hedayah, and the IIJ – briefed members on their work in implementing and operationalizing the GCTF’s strategic priorities. Furthermore, the United Nations updated participants on the UN’s Global CT Strategy and the Secretary-General’s Plan of Action on PVE.
