About the GCTF

The Global Counterterrorism Forum (GCTF) is an informal, apolitical, multilateral counterterrorism platform. It is small, nimble, inclusive, and consensus-based. Its overarching mission is to reduce the vulnerability of people worldwide to terrorism by mobilizing expertise and resources to prevent, combat, and prosecute terrorist acts and counter incitement and recruitment to terrorism. 

The Forum brings together policymakers and practitioners from around the world to share experiences and expertise, and to develop practical, publicly available tools and strategies on how to prevent and counter the evolving terrorist threat. The GCTF is currently co-chaired by Egypt and the European Union.

GCTF Exploratory Dialogues on REMVE

The GCTF convened two exploratory dialogues on Racially or Ethnically Motivated Violent Extremism (REMVE). These discussions advanced a common understanding of this threat among the Forum’s members, including through exploring differences in terminology, and considering how existing GCTF resources can contribute to efforts to counter this driver of instability.

The GCTF Criminal Justice and Rule of Law (CJ-ROL) Working Group, co-chaired by Nigeria and Switzerland, held a Review Meeting to discuss the draft Memorandum on Criminal Justice Approaches to the Linkages between Terrorism and International Crimes (War Crimes, Crimes against Humanity, Genocide), Sexual and Gender-Based Violence, Human Trafficking and Migrant Smuggling.

Initiative on Improving Capabilities for Detecting and Interdicting Terrorist Travel through Enhanced Terrorist Screening and Information Sharing Second Regional Workshop

2-3 May 2019

The Second Regional Workshop focused on the experiences of the Southeast Asia region. The objective of the Terrorist Travel Initiative is to develop Good Practices to enable countries and organizations to build broader and more efficient watchlists and terrorist screening infrastructures. These Good Practices will serve a companion document to the GCTF Good Practices in the Area of Border Security and Management in the Context of Counterterrorism and Stemming the Flow of “Foreign Terrorist Fighters”. It is anticipated that the Good Practices will be presented for endorsement at the GCTF Ministerial Plenary Meeting in September 2019.
