About the GCTF

The Global Counterterrorism Forum (GCTF) is an informal, apolitical, multilateral counterterrorism platform. It is small, nimble, inclusive, and consensus-based. Its overarching mission is to reduce the vulnerability of people worldwide to terrorism by mobilizing expertise and resources to prevent, combat, and prosecute terrorist acts and counter incitement and recruitment to terrorism. 

The Forum brings together policymakers and practitioners from around the world to share experiences and expertise, and to develop practical, publicly available tools and strategies on how to prevent and counter the evolving terrorist threat. The GCTF is currently co-chaired by Egypt and the European Union.

Countering Violent Extremism Working Group - Plenary Meeting

13-14 April 2016

Participants discussed the outcome of the Geneva Conference on Preventing Violent Extremism (PVE) (7-8 April) and the way forward for the Working Group’s activities to best support the United Nations Secretary General’s Plan of Action on PVE.

The meeting also gave participants the opportunity to identify challenges, needs and opportunities in developing national action plans (NAPs) and to agree on the priorities of the Working Group on this subject. Finally, participants reviewed the Working Group’s work plan’s priorities and suggested areas of cooperation (with practitioners’ organizations and/or other GCTF Working Groups), including through concrete commitments for implementation.

Key themes of discussion included:

  • The need to create more synergies among GCTF Working Groups, members and partners (countries and practitioner organizations). Several participants and Working Groups’ Co-Chairs offered to further explore areas of cooperation.
  • Stronger lessons learned processes are needed to design, conduct and implement effective CVE programs.
  • Supporting the development of National Action Plans should be a priority of the CVE Working Group.
