About the GCTF

The Global Counterterrorism Forum (GCTF) is an informal, apolitical, multilateral counterterrorism platform. It is small, nimble, inclusive, and consensus-based. Its overarching mission is to reduce the vulnerability of people worldwide to terrorism by mobilizing expertise and resources to prevent, combat, and prosecute terrorist acts and counter incitement and recruitment to terrorism. 

The Forum brings together policymakers and practitioners from around the world to share experiences and expertise, and to develop practical, publicly available tools and strategies on how to prevent and counter the evolving terrorist threat. The GCTF is currently co-chaired by Egypt and the European Union.

Criminal Justice and Rule of Law Working Group - Second Expert Meeting on the Development of a Memorandum on the Use of of Rule of Law-Based Administrative Measures in a Counterterrorism Context

7-8 February 2019

Supported by the International Centre for Counter-Terrorism - The Hague (ICCT), the Second Expert Meeting was convened at the International Institute for Justice and the Rule of law (IIJ) in Valletta, Malta to gather expert input on the development of a Memorandum on the Use of Rule of Law-Based Administrative Measures in a Counterterrorism Context. The document will elaborate on the legal basis, scope, procedures, authority and oversight, safeguards and other dimensions relating to the use of administrative measures. The outcomes of these meetings will contribute to the development of the Memorandum to be put forward for endorsement at the Tenth GCTF Ministerial Plenary Meeting, on the margins of the UN General Assembly, in September 2019, in New York.
