About the GCTF

The Global Counterterrorism Forum (GCTF) is an informal, apolitical, multilateral counterterrorism platform. It is small, nimble, inclusive, and consensus-based. Its overarching mission is to reduce the vulnerability of people worldwide to terrorism by mobilizing expertise and resources to prevent, combat, and prosecute terrorist acts and counter incitement and recruitment to terrorism. 

The Forum brings together policymakers and practitioners from around the world to share experiences and expertise, and to develop practical, publicly available tools and strategies on how to prevent and counter the evolving terrorist threat. The GCTF is currently co-chaired by Egypt and the European Union.

Horn of Africa Working Group - Workshop on the Role of Law Enforcement in Relation to Preventive Actions to Counter Terrorism

4-5 April 2017

Around 100 participants from law enforcement agencies (LEAs), the judiciary, civil society, international organizations and GCTF Members discussed how actual and potential preventive efforts by security actors might help to build more trust and strengthen collaboration between governments and civil society actors in their common efforts against terrorism.

 

The workshop was convened around the GCTF Life Cycle of Radicalisation to Violence Toolkit and covered several perspectives of it, including prevention, disruption, criminal justice responses and rehabilitation of offenders. The workshop also provided an opportunity to exchange good practices, including those produced by the GCTF, and to discuss current challenges for the practical implementation of the GCTF tools of relevance to preventive actions by security actors to counter terrorism.
