The Nairobi Toolkit on Addressing the Nexus between Climate Change and Violent Extremism Conducive to Terrorism was presented at the Twenty-Sixth GCTF Coordinating Committee Meeting in June 2026. The development of this GCTF toolkit was led by Germany and Kenya, Leads of the Initiative on Addressing the Nexus Between Climate Change and Violent Extremism, and supported by the Global Community Engagement and Resilience Fund as implementing partner.
Background
The Initiative on Addressing the Nexus Between Climate Change and Violent Extremism was initially formed to raise awareness and gather evidence on the relationship between climate change, its effects, and violent extremism conducive to terrorism. Furthermore, the Leads and implementing partner sought to draw on other GCTF Framework documents along with key case studies, lessons learned, and several workshops to launch a toolkit.

The Toolkit identifies general pathways around the nexus, emphasizing that climate change exacerbates drivers of violent extremism conducive to terrorism.
