The National-Local Cooperation (NLC) Toolkit

The National-Local Cooperation (NLC) Toolkit, presented at the Twenty-second GCTF Coordinating Committee Meeting in September 2023, provides practical guidance and advice to support the operationalization of the GCTF Memorandum on Good Practices on National-Local Cooperation in Preventing and Countering Violent Extremism. The development of this GCTF toolkit was led by Australia and Indonesia, Co-Chairs of the Countering Violent Extremism (CVE) Working Group. Strong Cities Network served as the Implementing Partner for this GCTF Initiative.

Background

At the Seventeenth Ministerial Plenary in September 2020, the GCTF endorsed its Memorandum on Good Practices on Strengthening National-Local Cooperation in Preventing and Countering Violent Extremism Conducive to Terrorism. These good practices were developed under the GCTF CVE Working Group,  co-chaired at the time by the United Kingdom and the United Arab Emirates. In recognition of significant developments in the understanding of these issues since 2017, Australia and Indonesia, the current co-chairs of the CVE Working Group, launched the multi-year Initiative to operationalize the NLC Good Practices Memorandum in September 2021, to develop the NLC Toolkit.

The NLC Toolkit

The NLC Toolkit is a non-binding document and practical tool to promote the use of GCTF resources that can be adapted to address national and local contexts. It is designed to support practitioners and policymakers through concrete examples of relevant frameworks and good practices for enhancing NLC for preventing and countering violent extremism conducive to terrorism (P/CVE), as well as an implementation checklist. The NLC Toolkit includes a variety of resources, such as case studies, references to resources and literature, and a glossary.

The NLC Toolkit is available in Arabic and French.
