Terrorist attacks are increasingly simple yet ruthless. In this context, soft targets such as schools, religious facilities and sports stadiums are particularly vulnerable. Attacks against such targets are relatively easy to execute due to their open access and limited security. The GCTF elaborated the Antalya Memorandum on the Protection of Soft Targets in a Counterterrorism Context to guide governments and private industry in developing policies and programs to protect citizens from terrorist attacks on soft targets.
