To avoid their detection and capture, members of transnational criminal organizations and terrorist groups, including so-called “foreign terrorist fighters” (FTFs), exploit the gaps of weak border infrastructure. In order to assist states in addressing the unique challenges posed by porous borders, the Global Counterterrorism Forum (GCTF) has produced a set of non-binding Good Practices in the Area of Border Security and Management in the Context of Counterterrorism and Stemming the Flow of Foreign Terrorist Fighters | Arabic | French.
