Life Cycle Toolkit

A practitioner-oriented Toolkit is available to policymakers and practitioners in GCTF Member States and includes all existing and new tools that address the life cycle of radicalization to violence. The Toolkit is a web-based instrument (website and mobile application), which provides guidance and inspiration in developing tailor-made responses to any given specific context.

ICCM

Consistent with the GCTF’s founding vision to include a civilian-focused, capacity-building coordination and clearinghouse role for the Forum, at the Sixth Ministerial Meeting in September 2015, Turkey and the United States announced the launch of a two-year pilot program for an International Counterterrorism and Countering Violent Extremism Capacity-Building Clearinghouse Mechanism (ICCM).

The ICCM develops an up-to-date database of recent and ongoing CT and CVE capacity-building assistance, identifying gaps in programming, de-conflicting overlapping programs, and helping to mobilize and guide donor resources through non-binding recommendations. The ICCM matches needs and resources in pilot states in order to support the implementation of GCTF good practices, the UN Global Counter-Terrorism Strategy, and the wider UN CT and CVE framework.

Going forward, the ICCM will seek to address capacity-gaps related to the implementation of relevant UNSCRs, primarily 1373 and 2178, as well as the UN FTF Capacity Building Implementation Plan, currently in development by the United Nations Counter-Terrorism Implementation Task Force (CTITF).

The ICCM will initially focus on three pilot states – Kenya, Nigeria, and Tunisia – that face a current terrorist threat and have significant donor engagement on CT and CVE. During the pilot period, which concludes in October 2017, the ICCM will provide regular reports to the GCTF. The ICCM is expected to reach initial operating capacity and “go live” in September 2016.

Foreign Terrorist Fighters Knowledge Hub

The Foreign Terrorist Fighters Knowledge Hub is the mechanism that enables the GCTF Members to learn systematically about Foreign Terrorist Fighters by sharing data and exchanging experiences and good practices. The Knowledge Hub assists GCTF Members by connecting, sharing and developing initiatives and expertise in a defined and moderated environment.

Catalogue of Foreign Terrorist Fighters (FTF)-Related Countering Violent Extremism (CVE) and Returnee Programs

In order to support the practical implementation of The Hague—Marrakech Memorandum and its Addendum, in particular on the CVE and returnee elements of the FTF phenomenon, this document provides a catalogue of existing programs sponsored or led by countries that all UN member states may find useful or appropriate for their particular national context. This catalogue is intended to serve as a living document and will be updated on an ongoing basis, as appropriate.
