The GCTF Initiative on National-Local Cooperation in Preventing and Countering Violent Extremism aims to build on the Ankara Memorandum on Good Practices for a Multi-Sectoral Approach to Countering Violent Extremism by identifying gaps in, and challenges to, national-local cooperation in P/CVE.
The Working Group, with the support of the Institute for Strategic Dialogue (ISD) and the Prevention Project, developed the GCTF Memorandum on Good Practices on Strengthening National-Local Cooperation in Preventing and Countering Violent Extremism Conducive to Terrorism. The aim of the document is to assist countries in enhancing national-local cooperation (NLC) across the full spectrum of P/CVE issues. It can further serve as a resource for the development and implementation of national action plans, sub-national action plans, and capacity-building programs at the national and/or sub-national levels. The Memorandum was developed via an expert meeting and a series of virtual consultations over the course of 2019-2020, it was endorsed in September 2020. An Executive Summary has also been developed to accompany the Memorandum.
