GCTF Initiatives before 2015 

Initiatives launched prior to the GCTF Co-Chairmanship of Morocco and the Netherlands include the Initiative on Supporting the Victims of Terrorism and on Kidnapping for Ransom (KFR). The results of these Initiatives include:

  • Algiers Memorandum on Good Practices on Preventing and Denying the Benefits of KFR to Terrorists (2012)
  • Addendum to the Algiers Memorandum (2015)
  • Training Manual Implementing the Algiers Memorandum on Good Practices on Preventing and Denying the Benefits of Kidnapping for Ransom (KFR) (2015)
  • Madrid Declaration on Victims of Terrorism (2012)
  • Plan of Action on Victims of Terrorism (2012)
  • Madrid Memorandum on Good Practices for Assistance to Victims of Terrorism Immediately after the Attack and in Criminal Proceedings (2014)
