The Global Counterterrorism Forum (GCTF) is an international forum of 29 countries and the European Union with an overarching mission of reducing the vulnerability of people worldwide to terrorism by preventing, combating, and prosecuting terrorist acts and countering incitement and recruitment to terrorism.

Our forum brings together experts and practitioners from countries and regions around the world to share experiences and expertise, and develop tools and strategies on how to counter the evolving terrorist threat. The GCTF is Co-Chaired by Morocco and the Netherlands.

LONDON – United Kingdom - The GCTF Initiative on Addressing the Challenge of Returning Families of Foreign Terrorist Fighters Launch Event was held in London on 1 November 2017 under the co-leadership of the Netherlands and the United States. The FTF Families Initiative was officially endorsed at the Eighth Ministerial Plenary Meeting in New York on 20 September 2017. The Initiative aims to identify good practices which can serve as the basis for international engagement, assistance, and training to address the potential challenges and security risks posed by family members of FTFs who relocate from conflict zones to a third country or return to their country of origin or residence.
